Licensing Executives Society Philippines

LES Philippines is the National Society of the Licensing Executives Society International, a world-wide organization of 33 national and regional societies that focuses on the business aspects of intellectual property from a global perspective with a broad variety of experts from all fronts and sectors dealing with IP transactions, IP valuation and monetization, innovation protection, IP commercialization, IP management, IP licensing and litigation.

LES Philippines provides the licensing and commercialization toolkit for a new breed of intellectual property professionals

In line with the 2025-2027 Medium Term Goals recommended by the National Innovation Council’s 2023-2032 National Innovation Agenda and Strategy Document, LES Philippines seeks to standardize the practice of IP valuation in the Philippines with internationally accepted benchmarks needed for technology transfer and licensing under the Republic Act No. 10055 (Philippine Technology Transfer Act of 2009) and, more urgently, to bring IP-backed financing accessible to startup founders, inventors, scientists, researchers, artists, and other content creators under the Republic Act No. 11057 (Personal Property Security Act).

Dr. Andre Gorius

André Gorius graduated from the Ecole Normale Supérieure (Paris, 1985), where he obtained a PhD and became « Professeur Agrégé » in Physics. In 1988, he obtained a PhD and Habilitation (“Doctorat d’Etat ès Sciences”) in Chemical Engineering.

During his career in the Solvay Group since more than 30 years, he occupied various management positions such as R&D Director and Industrial Director in France, USA and Italy.

From 2006, he has been involved in the economic aspects of technology transfers, was Licensing Director, and created the position of Intellectual Assets Valorization Director he occupied until June 2019. In this position, Andre was in charge of all IP valuations concerning M&A, Acquisition, Sale and Licensing of IP assets, Tax and Transfer Pricing, and as a support to litigations.

Andre specializes in valuation of intangible and IP assets and start-ups, in the general frames of Technology Transfers, Merge & Acquisitions, and Transfer Pricing, Litigations, etc., always leveraging his scientific and technology background to assess the underlying technology strengths and weaknesses, and the way enterprises manage these assets. Andre also performs numerous valuations of companies. The spectrum of his activities ranges from start-ups in creation to SMEs and large multinational enterprises (>$20 Billion sales).

Andre created in 2016 the IP Valuation Committee of LES France (Licensing Executives Society France), and chaired the worldwide LESI IP Valuation Committee (2017-2022). He has created in 2021 the Intangible Assets Valuation course at EMLyon Business school (France), and teaches IP Valuation to professionals on an international basis, for example in TU Wien (Vienna, Austria, 2021), National University of Singapore (2022) and Department of Science and Technology - Philippine Council for Agriculture Aquatice and Natural Resources Research and Development (DOST-PCAARRD) and LES Philippines (2023) and Intellectual Property Office of the Philippines (2023).
